Advancing an Integrated Digital Health Ecosystem in Garut through Collaboration between the Garut Regency Government, IKKHG, and SUMMIT
Digital transformation in the health sector continues to advance through collaboration between local governments, development organizations, and educational institutions. This commitment was highlighted through the socialization of the Digitally Enabled District (DED) program and Bunda Hebat HealthComm at the Institut Kesehatan Karsa Husada Garut (IKKHG) on Wednesday, September 16.
Held in the Meeting Room of IKKHG Campus II, the event provided a platform for knowledge sharing on the use of technology and data in primary healthcare services. The agenda also included the signing of a cooperation agreement between the Garut Regency Health Office, Summit Institute for Development (SUMMIT), and IKKHG.
The DED program is developed by SUMMIT in collaboration with the Garut Regency Government, with support from the Gates Foundation. The initiative aims to establish the foundation of an integrated digital health ecosystem, including through the implementation of the Fast Healthcare Interoperability Resources (FHIR) interoperability standard.
SUMMIT CEO Yuni Dwi Setiyawati explained that DED has been implemented since 2023 and is planned to continue expanding through 2027. Following the initial phase, DED 1, which covered 9 community health centers (puskesmas), DED 2 is directed toward reaching an additional 45 puskesmas, bringing the total target to 54 puskesmas across Garut.
The development efforts include health facility mapping, baseline surveys, strengthening technology architecture, and capacity building for midwives, community health workers, and IT operators. Participants were also introduced to KuApps, comprising BidanKu and KaderKu, which support the digital and offline recording of community-based healthcare services.
In addition, the program features Dynamic Workers Support (DWS) to support health worker monitoring, the PWS Dashboard for visualizing data from Integrated Primary Healthcare Services (ILP), as well as AI Optical Character Recognition (OCR) and AI Predictive Model technologies developed to support document digitization and early detection of health risks.
The socialization also introduced Bunda Hebat HealthComm, a digital health communication service that supports reminders, consultations, and the delivery of health information to communities through WhatsApp.
In her remarks, Head of the Garut Regency Health Office, Dr. Hj. Leli Yuliani, expressed her appreciation for the collaboration, highlighting its potential to strengthen maternal health services while opening opportunities for research within higher education institutions.
IKKHG Rector Dr. Iwan Wahyudi reaffirmed the institution’s commitment to contributing to the collaboration through the development of education, research, and health workforce capacity building. The collaboration also provides an opportunity for the academic community to gain deeper insights into innovations and the application of technology in healthcare services.
IKKHG’s involvement is expected to enrich students’ learning experiences by providing practical insights and knowledge about digital health transformation. At the same time, the collaboration forms part of broader efforts to prepare a competent workforce capable of responding to the healthcare needs of Garut Regency.
