Digitally Enabled District: Towards Garut Becoming Indonesia’s First Digital Health District
Summit Institute for Development, together with the Government of Garut Regency, officially launched the Digitally Enabled District (DED) program as a strategic step to strengthen digital health transformation at the subnational level. This launch marks an important milestone in expanding the implementation of an integrated, responsive, and data-driven health ecosystem in Garut Regency.
The Digitally Enabled District (DED) is a program designed to facilitate digital transformation of district health systems by building an integrated, sustainable, and data-driven primary healthcare ecosystem. First implemented in 2023 during its initial phase, the program has now entered its second phase this year. The initiative is being scaled up to 27 primary health centers (puskesmas) to further strengthen its impact at the frontline of healthcare delivery.
In its implementation, the Digitally Enabled District (DED) introduces a range of integrated digital solutions to strengthen primary healthcare services, including KuApps (Bidanku & Kaderku), which support offline–online field service recording with data synchronization, as well as Dynamic Worker Support (DWS) for scheduling and monitoring frontline health workers. Data utilization is further strengthened through the PWS Dashboard, which provides health data visualization based on the Integrated Primary Care (ILP) framework at facility and village levels, enabling faster and more accurate decision-making and follow-up actions.
In addition, DED leverages artificial intelligence technologies through AI Optical Character Recognition (AI OCR) to automatically digitize paper-based forms, and an AI Predictive Model for health risk prediction to support early detection efforts. As a complementary component, Bunda Hebat HealthComm enhances communication with the community through reminders, consultation features, and digital health communication services aimed at improving engagement and adherence to healthcare services.

At the Launch of the Expansion of the Digitally Enabled District Program in Garut Regency 2026, held on Tuesday, April 14, 2026 at Hotel Harmoni, the Regent of Garut, Dr. Ir. H. Abdusy Syakur Amin, M.Eng., IPU, delivered remarks through a video message. In his statement, he emphasized the importance of digital transformation in improving the quality of healthcare services in the region.
“For me, this initiative is very important to improve the quality of services in Garut Regency. I invite all stakeholders, especially healthcare workers at posyandu and puskesmas, to collectively strengthen a digital culture in healthcare services,” he stated.
On the same occasion, Drs. H. Nurdin Yana, M.H., the Regional Secretary of Garut Regency representing the local government, expressed appreciation for the implementation and expansion of the Digitally Enabled District (DED) initiative in Garut. He also reaffirmed the local government’s commitment to supporting its sustainable implementation.
“This initiative is one of the programs that, if implemented well, will bring happiness to the community through improved healthcare services. This is aligned with the commitment of the Garut Regency Government to provide the best for its people,” he said.
The event was also attended by representatives of the Garut District Health Office and the Ministry of Health. The Director of Health Promotion at the Ministry of Health, dr. Niken Wastu Palupi, MKM, representing the Ministry, expressed her support for the implementation of digital transformation at the regional level as part of strengthening the national health system. She acknowledged that this program represents a concrete step toward building a more integrated and data-driven health system at the local level.
The CEO of the Summit Institute for Development, Yuni Dwi Setiyawati, B.Nutr, MHID, Dietitian, also expressed strong optimism that transformative changes in Indonesia’s healthcare services can begin from Garut.
“Garut Regency has the potential to become a pioneer in the digital transformation of healthcare services and serve as a national, even international, reference.”
The launch was marked by the screening of an implementation video of the Digitally Enabled District program, showcasing how digital technology is being utilized to strengthen healthcare delivery from the community level to healthcare facilities. As a form of joint commitment, the Government of Garut Regency together with 27 puskesmas signed an integrity pact to ensure consistent and sustainable implementation.
The event also featured a live demonstration by the champion team, illustrating the practical use of the system in daily healthcare services. This implementation strengthening was further marked by the formal endorsement of the champion team through an official decree as key drivers of digital adoption in healthcare facilities.
During the Voice from the Field session, Muhammad Nurul Akbar, a healthcare worker from Bayongbong Community Health Center and member of the champion team, shared his field experience, highlighting how digitalization has helped improve work efficiency and service quality for the community.
The event took place in a solemn yet enthusiastic atmosphere of collaboration, reflecting the strong commitment of all stakeholders to advancing healthcare system transformation in Garut Regency. Through the Digitally Enabled District program, Garut is expected to become a model of best practice in developing a sustainable and impactful digital health ecosystem in Indonesia and beyond.
